In their report, they approved plans for Wudu Properties Limited to turn the Stables, which was previously used as a learning centre, into a "hub for the creative industries".
They wrote: "The proposed change of use from the learning centre to an office is unlikely to result in any material increase in noise or disturbance to the surrounding area.
" In addition, the proposed new rooflights are unlikely to result in any overlooking from the site. "
Wudu Properties Limited, the applicant, put forward the plans to bring the Stables back into use in December last year.
According to the plans, the change of use would allow for a local marketing agency to move from its current location in the city to become a key tenant at the site.
The proposals, which were drawn up by Brown and Co, said the site had been unoccupied since late 2023.
The agents said: "This is considered detrimental to the vitality and vibrancy of the street scene."
