Dean Shields, who put forward the plans for Cotman House last year, wants to turn the upper ground floor into a flat to align it with the rest of the building.
As part of his application, Mr Shields has also handed over a document in the planning portal, claiming the dentist there, Jonathan Frost, is looking to relocate his practice.
Agents on behalf of Mr Shields wrote: "The current use is not capable of being retained due to the tenant’s........
