City man furious after being left unable to open his windows for months

Jonathan Baker, who lives in a bungalow near Hansard Road in NR3, has been unable to let fresh air into his council-owned home since he moved in to it in August.

Mr Baker says the situation is particularly uncomfortable in his living room, which is walled by glass panels that trap in the heat.

He says the room has only been getting hotter during the recent sunny spell.

It is made worse since the panels only contain one small window, which he says is not enough to cool the room.

He also says he has been calling on the council since January to get Norwich City Council to sort out the issue.

Mr Baker, 42, said: "It was roasting in here and I can't cope with the heat. The bit that I'm really upset about is I had to make such a fuss about it before they came out. It's crazy."

He added: "I feel I've been really reasonable but it's just getting so hot."

Mr Baker said he was visited by the council last Friday when it was discovered he had been given the wrong keys.

A council spokeswoman said: "We visited the property on 24 April and are aware of the occupier's request regarding the windows. We will contact them directly to resolve this."

This is the second issue Mr Baker has clashed with the council over after he complained to the Housing Ombudsman about anti-social behaviour that was taking place at Cannell Green.

He said he had contacted the authority numerous times but was not happy with how they had handled his complaints.

The Housing Ombudsman - an independent service that investigates complaints from tenants - found there was maladministration in how City Hall dealt with Mr Baker's reports and ruled in his favour.
