Norfolk is one of 11 councils which have asked to be added to the government's devolution priority programme and to postpone May's elections - ahead of the biggest reorganisation of local government in decades.
The Conservative-controlled authority voted last week to request permission from the government to postpone the election, after plans to abolish two-tier council areas - like Norfolk - were announced in December.
The shake-up, part of Labour's proposals to devolve power away from Westminster, could see all eight Norfolk's councils abolished and replaced with unitary councils, with a mayor for Norfolk and Suffolk.
