The scale of the challenge explains the ambition.

India’s last comprehensive National Survey on the Extent and Pattern of Substance Use, conducted by AIIMS-NDDTC for the Ministry of Social Justice and Empowerment, estimated that around 3.1 crore Indians use cannabis products and 2.26 crore use opioids. Of these, approximately 77 lakh people using opioids require treatment, while around 25 lakh people are estimated to suffer from cannabis dependence. The survey also estimated nearly 1.18 crore users of non-medical sedatives and about 8.5 lakh people who inject drugs.
