Royalmount isn't merely a zoning issue

According to Beny Masella, president of the Association of Suburban Municipalities, the Royalmount project is “a file that exclusively falls under the jurisdiction of (Town of Mount Royal)” and must be authorized solely on the basis of T.M.R.’s “local expertise.” This statement weakens the case for suburban autonomy and contradicts principles of good urban planning.

Imagine the following scenario. Montreal decides that all facilities that produce a lot of traffic and other nuisances (factories, incinerators and so on) will be located as close as possible to the boundaries of suburban municipalities. This will lessen their impact on Montreal residents.

Would suburban mayors like this policy? Certainly not. Would they try to fight it? Of course they would. They would argue, quite rightly, that decisions in such matters must be discussed jointly by the city and its neighbours, that it is unfair to impose burdens on people without giving them a say.

This is precisely what critics of the Royalmount project argue.
