In commemorating the two decades since the terrorist attacks against the United States on Sept. 11, 2001, American officials and the public alike should reassess the nation's overall strategy of combatting terrorism.

America's approach to eradicating global terrorism can best be summed up by two doctrines prevalent in foreign policy circles over the last twenty years: the "one-percent doctrine" and the "good enough doctrine." On the one hand, a strategy coined by former Vice President Richard Cheney demands preemptive action even with miniscule evidence of threat. On the other hand, an approach summed up by author Daniel Byman in the current issue of Foreign Affairs supposes that the U.S. can rely on its intelligence capability, military, and homeland security focus........
