Tel Aviv Is Letting the Homeless Down

A tramp is viewed as “a repulsive, rather dangerous creature, who would die rather than work or wash, and wants nothing but to beg, drink and rob hen-houses. ... It is said, for instance, that tramps tramps to avoid work, to beg more easily, to seek opportunities for crime, even – least probable of reasons — because they like tramping. ... What a sucker the Tel Aviv-Jaffa Municipality is. It wasted 36 million shekels ($11 million) – though 10 million shekels of this came from donations – on a new shelter for the homeless, money it could have invested in scooter ramps or special lanes for electric vehicles.

But at least municipal officials understand one thing – how to build something for a certain group of people and then do........
