The growth of any economy is not measured by how many government employees you have, or how many opportunities government is creating in its owned spaces. The actual mover of an economy is the business that happens in a territory. Any country that has a strong primary sector, or robust industrial activity, or vibrant tertiary sector can claim to be a strong economy.
