The recent power tariff hike by the J&K government was not received well by consumers and sparked debate across society. A common person in J&K generally believes that the UT has abundant water resources and has built many major hydro power projects generating huge electricity, which is taken outside J&K through NHPC and sold back to the people at higher rates. They therefore expect the government to provide cheap and stable power to local consumers, given these large hydro power assets. They do not know the basic, important, and practical details of the subject.

The government is actually responsible for not having a clear policy on power generation, transmission, and distribution in J&K, though the Joint Electricity Regulatory Commission determines tariffs for JPDCL and KPDCL. Successive governments in J&K have always been complacent about regulating electricity prices, since a tariff rise would bring strong condemnation from all sections of society. Not only in 1988, but also during Sadiq Sb’s tenure as Chief Minister, a rise in electricity prices led to widespread demonstrations in downtown Srinagar. There has never been equal and uniform regulation of power supply to consumers, but always discrimination from area to area and locality to locality. In the past, some households had electric meters installed, while in some areas consumers paid flat rates fixed by the then PDD. Power........
