Indosat Ooredoo Hutchison—Indonesia’s second largest mobile carrier by revenue—will spin off its fiber optic business to a joint venture with tycoon Hashim Djojohadikusumo’s Arsari Group and private equity firm Northstar Group in a 14.6 trillion rupiah ($870 million) deal.
