Over five years ago, a citizens committee completed a Comprehensive Plan for the City of Geneva. One of the phases of the project proposed that we build a 60 boat marina in the area of the jetty on the south end of the City Lakefront Park.
The financial viability of this proposal was never rigorously tested, and unfortunately, the project took on a life of its own. And, City government sleep-walked through the (not insignificant) expenses of the first stages of its planning/development. While it has the imprimatur of being a wise investment for taxpayers as an economic development strategy, no rigorous cost-benefit analysis was ever completed by our public servants.
