Active military as well as veterans who were stationed at the Seneca Army Depot’s “Q” were prohibited to speak of any aspect of their position. This strict code of conduct was dubbed the Personnel Reliability Program — or PRP. Basically, these military and/or Federal Civilian Employees could not discuss job duties inside or outside of their working environment. Not with each other. Not with outsiders. Not with family. Never. Period.

Deer Haven Park’s employees have the privilege of meeting many SEAD veterans who still hold fast to the PRP commitment, as well as family members of those who’ve passed who share that they honestly have no clue what said family member did inside the “Q.” Often, when visiting the DHP Welcome Center Military Museum, many of these fine folks feel compelled to donate items of service dating anywhere from SEAD’s commencement in 1941 through its final closing in 2000.

One such donation recently came via the family of late Army veteran John Terry. John served in the “Q” in the mid-1940s, retired with an Honorable Discharge to then become a Federal Civilian Employee in 1947, serving at SEAD for 30 more years.........
