Broadland Development Services (BDS) wants to construct the housing scheme in Corpusty.
It would include eight properties offered as so-called 'affordable homes' on land off Norwich Road.

But rules to prevent river pollution caused by nutrients in wastewater - known as Nutrient Neutrality laws - have held back the proposal for two years.
However, through the so-called 'tanks for nothing' scheme, developers can mitigate the harm caused by new housing through replacing ageing septic tanks.
