Plans to turn office building into home refused over flooding fears

Great Yarmouth Borough Council has rejected plans to turn office premises at 139 Beccles Road in Gorleston into a three-bedroom semi-detached house.

The proposal, submitted by David Perry, also included plans to build a two-storey extension to the rear of the property.

In its refusal, the council said that the proposal for the site, which is located within a flood zone, "represents an unacceptable increase in flood risk" and a "possible risk to both property and life".

Furthermore, it said that the limited outdoor space at the site would "contribute to an oppressive living environment".

It also raised concerns about plans to discharge surface water into the mains sewer and the potential risk of contamination in the proposed garden, which is currently part of the commercial yard.

Anglian Water had objected to the plans over sewer concerns.

The Environment Agency also objected to the application, citing the risk of internal flooding in a climate change flood event.
