Brett Duncan, aged 51, died on July 24 after his powerboat crashed into a stationary houseboat on Oulton Broad.
Police, fire, the coastguard, the Marine Accident Investigation Bureau (MAIB) and the East of England Ambulance Service all attended the scene.
