Minister appears to drop Norwich hint as shake-up of councils approaches
All eight of the county's councils could be abolished and replaced under the Labour government's devolution plans to scrap two-tier council areas like Norfolk, where some services are run by the county council and some by district councils.
It would see current councils replaced by a number of unitaries, providing all services, plus a mayor for Norfolk and Suffolk.
There has been speculation over how many unitary authorities would be created in Norfolk.
Some have hypothesised there could be a new unitary for Greater Norwich, and ones covering the eastern and western areas of the county.
