London-based estate agent Andreas Panteli has been told his proposals for the green haven off Elvington, on the outskirts of King's Lynn are too "vague and ambiguous" for council officials to tell whether they will harm the environment.
West Norfolk Council's refusal notice adds: "The applicant has failed to demonstrate that the proposal is a proportionate solution or that it meets the requirements of sound woodland management.
