Dubai, however, is pursuing a more integrated approach—one that seeks to place AI not merely inside individual applications, but across the broader functioning of a future-ready city.

A strategy built around adoption
The UAE launched its National Artificial Intelligence Strategy 2031 with the objective of strengthening the country’s position as a global AI leader. Its priorities include developing an AI ecosystem, improving competitiveness, attracting talent and using AI to enhance government services and quality of life.
At the emirate level, Dubai’s Universal Blueprint for Artificial Intelligence, launched in 2024, provides a more focused roadmap for accelerating AI adoption. The plan aims to integrate AI across strategic sectors, attract global talent and companies, improve government services, and establish Dubai as a hub for AI governance and legislation.
