Editorial: PGA-caliber golf in Jackson Park. An idea buried in the bunker.

Weekend duffers heave a sigh of relief when they slice a tee shot into the woods, turn to the rest of the foursome, and declare, “Mulligan!” It seems the organizers of a long-proposed PGA-caliber public golf course in Jackson Park, designed by Tiger Woods, have been leaning on the “Mulligan” rule for some time now. Far too long.

Nearly five years ago, then-Mayor Rahm Emanuel boldly announced plans to merge the Jackson Park and South Shore golf courses into a spiffy new course that would bring championship golf, jobs and an economic boost to the South Side. The enterprise was pitched as the ideal complement to the planned Obama Presidential Center, which after years of public hearings, opposition and lawsuits, is finally on track for construction at the northwest corner of Jackson Park.

Organizers sold the project to Chicago as a can’t miss. They put the price tag at $30........
