The hated blanket rezoning bylaw is declared dead, but it lumbers along in legal limbo until finally expiring in early August.
That means developers can still apply under the 2024 bylaw that allows them to build multiplex dwellings in single-family neighbourhoods without city council approval.
The delay is “a legal requirement,” Mayor Jeromy Farkas said in an interview following Wednesday’s repeal of the bylaw.
“Procedural fairness is important. We didn’t want to expose the city taxpayer to needless legal challenges or court action that could ultimately be costly.

After the 12-3 bylaw vote, Farkas is probably as pleased as a Calgary mayor ever gets. Dumping the bylaw fulfills his most popular campaign promise.
He also pledged to keep taxes low. Council did that, too, bringing in a modest hike of 1.2 per cent.
The province jumped into that tax room and added another six points through the education property tax — a move Farkas calls “opportunistic.”
He accuses the UPC of using Ottawa-style equalization to spread Calgary money around the province.
