A new Blu-ray release brings “Randy and the Mob” and the Oscar-winning short “The Accountant” back into circulation, both newly restored, both carrying the faint aura of films that never quite left those who saw them the first time. These are not lost works, but underseen ones — films that traveled well below the industry’s noise line and yet managed to settle in, especially in the South, where audiences recognized the people on screen without needing them explained.
