Why can’t a “Deemed To Be” University call itself a University?

If someone is “deemed to be” a wise person by society, can one blame the person for strutting around like a wise person. This is exactly what has happened in higher education in India. The UGC came up with a “deemed to be” university phraseology to define a set of autonomous private colleges in the country but in its infinite wisdom denied them an outright “university” tag.
