Japan’s own ‘guest workers’ policy unlikely to end well

The office of a nongovernmental organization in Germany that supports the nation’s second- and third-generation immigrants is housed in a small building in a working-class neighborhood south of central Berlin.

It is decorated with pictures bearing slogans such as tolerance, solidarity and love.

The immigrants who come here seek advice on all sorts of matters, ranging from marital problems to issues related to education and employment.
