What should we bear in mind when trying to make sense of the Moritomo Gakuen scandal? Addressing this question in the April 10 issue of weekly "Ekonomisuto" (Economist) magazine, Shigeaki Koga, a former official of the Ministry of Economy, Trade and Industry, states that since bureaucrats are neither saints or villains, it is meaningless to discuss their conduct in terms of the goodness or evil inherent in human nature.

Rather, Koga maintains, our premise ought to be that humans are neither inherently good nor evil, but "weak."

It is their weakness, he explains, that makes usually "good" bureaucrats turn even to crime when their organization or own reputation is threatened.
